How do i connect programs?

New programmer, How do I make a program look up the daily weather? or check other things from around the internet? I am wanting to find out how i can go outside my programming shell and have it look up things around the net then maybe use that info retrving it to do other things. thanks im new here my name is elan wolkowitz
